Staff are pleased to share the final draft of the Housing Element. Please see anticipated meeting dates in the Engagement Section for opportunities to discuss and comment in person on the final draft.
Additionally, the State Department of Housing and Community Development has determined that the draft below meets the statutory requirements of State Housing Element Law (Gov. Code, § 65580 et seq.). To be found in substantial compliance with Housing Element Law, the relevant rezonings and plan changes must also be enacted. These rezonings and plan changes will be discussed and voted upon at the meetings listed here.

In response to preliminary comments from the state Department of Housing and Community Development on the third Housing Element Draft, Planning staff have posted an edited version of the Housing for additional review. This is a part of the 60 day review process.

Staff are pleased to share the full second draft of the Housing Element. After a comment period from April 19 to May 3, staff submitted the Second Draft to the State Department of Housing and Community Development (state HCD) on May 10th, 2024. Comments can be made through June 10th, 2024, to state HCD via the following email address: [email protected].

On October 6, 2023, Planning staff submitted the Housing Element to the Department of Housing and Community Development for review. HCD has 90 days to review the draft then will publish a public letter describing necessary changes
State HCD will accept written comments during the first 30 days of the 90-day review period, or until November 7th. You can email your comments for state consideration to [email protected]. For more information about this process, see here.

What happens next?
County staff anticipate receiving comments from the state at the end of 2023. Their comments, and any subsequent drafts, will be published here.
Upon receiving comments from the state, Alameda County Planning Staff will edit the Housing Element draft accordingly and bring the draft forward for public review.

At the September 21 Planning Board Meeting, the Board of Supervisors voted to allow staff to submit the Housing Element Draft to the California Department of Housing and Community Development. Staff will submit the Public Review Draft to state HCD in 10 business days in accordance with state regulations.
Thank you for all your questions and comments! September 21, 2023 marks the end of the public comment period for the Public Review Draft of the Housing Element. Your questions and comments are still welcome! However, they will be considered for subsequent drafts of the element.
